Village of Godfrey’s Speed Bumps/Humps Procedure

The Policy for Speed Bumps/Humps purpose is to provide a consistent, safe, equitable, and legally defensible process for reviewing, approving, installing, maintaining, evaluation, and removing traffic-calming devices in the Village of Godfrey. This policy balances resident safety concerns about speeding with emergency response, winter maintenance, and general traffic flow.

Process: 

  1. The Person to start the process must first review the Village of Godfrey’s Policy for Speed Bumps/Humps
  2. Review the Village of Godfrey’s Quick Guide for Residents
  3. Fill out the Application for Speed Hump – which requires the Initial Petition to request a Speed Study for the Installation of A Speed Bump
  4. Submit Application for Speed Hump with the sign Initial Petition for a Speed Study, map and description of desired location and photo(s) of location and submit to the Village Clerk’s office.
  5. Village Engineer will review submitted paperwork and may request other documentation.  If the application is found to be eligible and preliminary criteria are met as noted in Part D, the Village will conduct a traffic study.
  6. If the traffic study determines that the street meets the eligibility and preliminary criteria the staff may approve a temporary trial installation.  If not, the application is denied, and the applicant is notified of findings.  And if the speed and volume count determine that the 85th percentile speed does not meet the threshold for a temporary trial installation, while all other criteria are met, the application is denied, and the location will not be eligible for re-application for a period of a minimum of eighteen (18) months.
  7. If Preliminary is approval then a Temporary Trial Installation is started.
  8. After temporary trial installation then a decision on permanency is made.
  9. If the location meets the requirement then the person that submitted the Application then needs to submit a Petition to request the Permanent Installation of a Speed Hump and submit to the Village Clerk’s office.
  10. The Village of Godfrey Mayor will make the final approval of permanent speed humps on the recommendation of the Village Engineer.
